[RCF::OpenSSL] Load certificate on server initialization.

Need the ability to load certificate on server initialization.

Now the certificate is loaded to its necessity.

Agreed - the server should be checking the certificate on startup, rather than waiting for an SSL connection. I've added this to our bug tracker.
